HUD’s transition from Uniform Physical Condition Standards (UPCS) to National Standards for the Physical Inspection of Real Estate (NSPIRE) represents the most significant change to its physical inspection protocol in more than two decades. This comprehensive webinar will help participants understand the NSPIRE standards, severity classifications and scoring methodology—and, most importantly, how these changes affect day-to-day property operations and Real Estate Assessment Center (REAC) preparation.

Using hundreds of photographs and straightforward explanations, we will review the NSPIRE deficiencies found throughout units, inside areas and outside areas. Participants will learn how to recognize the conditions most likely to affect their inspection results, establish effective repair priorities and prepare their properties without unnecessarily spending time and resources on low-impact items.

The webinar is designed for property managers, maintenance professionals, housing authority staff, owners and others responsible for maintaining HUD-assisted housing and preparing for REAC inspections. The session also includes live questions and answers.

Learning Objectives:
  • Explain the primary differences between the former UPCS protocol and the current NSPIRE inspection standards.
  • Identify common NSPIRE deficiencies and distinguish among the applicable severity classifications.
  • Recognize the deficiencies and life-threatening conditions that can have the greatest effect on an inspection.
  • Apply a practical, prioritized approach to property preparation that focuses staff time and resources on the most consequential conditions.

In order to receive credit for attending the certification course, attendees are required to turn on their video camera at all times during class and participate in any poll questions/open discussion from the instructor.

*No refunds if cancellation occurs within two (2) days of course. Once registered, you will be responsible for the cost of all course materials.
