Brian Spaulding is the President of the Indiana Apartment Association (IAA), which represents over 293,000 professionally managed apartment homes statewide. Brian previously served as IAA’s Vice President of Government Affairs. During his tenure at IAA, Spaulding has served on IAA’s behalf on the Indiana Supreme Court’s Eviction Task Force (2021), Indiana General Assembly’s Housing Task Force (2022), and was appointed to Governor-Elect Braun’s Transition Council for Constituent Services (2025). Prior to joining IAA in 2019, Spaulding served in various roles, including Deputy Chief of Staff, for Congresswoman Jackie Walorski (IN-02). Spaulding has a Bachelor of Arts degree from Purdue University and a Juris Doctorate from Michigan State University. He is a licensed attorney in Indiana and Michigan.
Mike Patarino, President of Construction at Cityscape Residential, has been involved in the construction industry for 40 years. His multifaceted experience includes roles as a draftsman, project manager, construction manager, director, vice president, and president of construction. Patarino is also an Commissioner of Indiana’s Fire Prevention and Building Safety Commission. He will provide an update on the fire, building, and electrical codes, which either have advanced in rulemaking or are nearing rulemaking.

Navigating a Hard Insurance Market in the Apartment World 2:00-2:45 pm
Eric Rich graduated from Ball State University in 2007. He entered the insurance industry in 2009. Eric moved into the Independent side in 2011 and started with McGowan Insurance Group in 2012. He left McGowan in 2017 to start his own agency and in 2021 merged his agency back with McGowan Insurance. He is now a Partner and the Sales Leader at McGowan Insurance Group. His main focus is the Multifamily Industry and has been focusing on this industry for over 10 years. Eric lives in Pendleton with his wife Ashley of 16 years and 4 children. Kaden (14), Logan (11), Grayson (10), and Maddison (6). In his free time you will find him at ballpark, football field, or basketball court watching his kids play. When not playing sports they love to camp, vacation, and go to Disney World as much as possible.

Jonathan Meyer is a partner in the Governmental Practice Group at Sheppard Mullin and leads the firm’s National Security team. He counsels clients on their interactions with federal and state government, as well as national and homeland security, Congressional oversight, cybersecurity, among other issues. Jon also co-leads the firm’s Congressional Investigations team and created Sheppard Mullin’s Executive Actions Tracker.
From 2021 to 2024, Jon was the Senate-confirmed Sixth General Counsel of the U.S. Department of Homeland Security. As General Counsel, Jon was the chief legal officer and chief regulatory policy officer of the 260,000-person Department. Jon led the DHS legal team in litigating numerous cases in the Supreme Court and matters in the areas of immigration, regulatory law, and border security.
Jon is a two-time recipient of the Secretary of Homeland Security’s Outstanding Service Medal along with the U.S. Secret Service Director’s Honor Award, the Customs and Border Protection Commissioner’s Ensign Award, and the U.S. Coast Guard Commandant’s Distinguished Service Medal, among numerous other awards and honors.
