Take a deep dive into economic indicators and market data that signals where multifamily investment and development activity are headed with Kimberly Byrum of Zonda Advisory. She will discuss how supply chain issues have impacted the industry and what markets are potentially overbuilt and future trends in multifamily market fundamentals. She will also discuss the potential for loan defaults and present national data on operating expenses and predictions going forward.

The Biden Administration has suggested and implemented more reforms to the rental housing industry than any other administration in recent history. Despite a politically divided congress, that has not slowed down President Biden’s quest to reform the industry. President Biden has called on the Consumer Financial Protection Bureau (CFPB), Department of Housing and Urban Development (HUD), Department of Agriculture (USDA), Federal Housing Finance Agency (FHFA), Department of Justice (DOJ), and the Federal Trade Commission (FTC) to use all tools within their disposal to empower residents of rental housing. Since that time, agencies have engaged in rulemaking and sought information regarding our industry’s leasing practices, rent prices, rent increases, fees, screening reports, decision-making processes, eviction processes, and more. Join NAA’s Sr. VP of Government Affairs Greg Brown as he provides an update on the current issues unfolding in Washington, D.C.

Property Tax Assessments 1:00 – 2:00
Multifamily Property Owners across Indiana saw property tax assessments ranging from 14% to nearly 40% due to Indiana’s market-based property valuation approach. During the 2023 Indiana Legislative Session, IAA worked with property tax experts to refine Indiana’s unique statute governing multifamily property assessments, which allow the property owner to select the lowest of the three methods of valuation: cost (replacement cost), income, and sales (market values) approaches. As a result of the reforms, the Department of Local Government Finance issued new forms and guidance to assessors. Join Jim Kane (Kane and Company) and Brent Auberry (Faegre Drinker), who are both property tax appeals lawyers, as they discuss the new law, trends that they’ve seen statewide with property tax valuations, and best practices for challenging incorrect property tax assessments.

Courts and Legislative Preview 2:15-3:15
Back after popular demand in 2022, Jeramy Ferguson, a partner at Sandlin Ferguson, LLP, and IAA’s Brian Spaulding will provide both a courts and regulatory update.
Over the course of the last year, courtrooms in Indianapolis and Fort Wayne have implemented new pilot programs aiming to curtail eviction filings. These programs have gained a lot of media attention, but are they really effective? Attorney Jeramy Ferguson will share his observations along with the latest trends and practices occurring in courtrooms across the state.
IAA’s VP of Government Affairs Brian Spaulding will provide an update on the many state and local issues impacting multifamily property owners, including a potential special taxing district in the Indianapolis Downtown Mile Square; possible Radon Testing rulemaking; renewed interest in rental inspections programs; the Indiana Attorney General’s new efforts to focus on rental property owners; an update on the Fire Prevention and Building Safety Commission’s efforts to update building codes and standards; and, potential legislation from tenants’ rights activists.
This will be an action-packed hour of information and provides a great opportunity for attendees to ask questions on the numerous hot topics facing the industry.
